Election 2006: Dates to Remember

Did you know that older adults only represent 13.5% of Americans, and 80% of them vote?  No wonder they get addressed by public policy makers and the AARP get so much respect.

 

Did you know that Labor Unions only represent 8% of Americans, yet 90% of them vote?

 

Did you know that people with disabilities of voting age represent a whopping 20% of Americans and only 30-35% of us vote?  We are the sleeping giant. Time to wake up!

 

Use it or loose it folks.

It is time for people with disabilities to get their act together and grow up as real voting Americans. The only way we will ever get true respect from our elected officials, get our issues addressed in campaign speeches or have laws that protect our rights and remove barriers to our independence and financial stability is to get out there and VOTE.  Register and vote! It is that simple. 

 

All Arizona Legislators are elected every two years and this year is their election year.

The Secretary of State, Attorney General and the Governor will all be up for re-election this fall.  The disability vote can make a difference in who gets elected. No more excuses. We are developing a Disability Vote Arizona Coalition that will provide you with whatever you need to get out and vote. See page 2 for more details. ABIL Establishes “Disability Vote Coalition”

On June 6th, ABIL coordinated and hosted an inaugural “Get Out the Vote” training with the purpose of developing a non-partisan coalition to formalize and organize a statewide “Disability Vote Initiative” here in Arizona.

 

Supported by the American Association of People with Disabilities (AAPD), ABIL brought in Kelly Anthony (former Senior Field Organizer with AAPD and former Director of the Missouri Disability Vote Project) to facilitate the training and kickoff this statewide coalition.  The kickoff was a huge success!  We had twenty-six attendees representing twenty organizations that serve people with disabilities.

 

ABIL is very excited to join AAPD in its goal to “Get Out the Disability Vote,” and build a powerful disability voting-bloc both nationally and here in Arizona.  The coalition will focus on voter education, voter registration, voter list enhancement, and coordinating a statewide effort to mobilize and build a more powerful disability voting-block that is attentive to important disability rights issues.

 

The Coalition members include the Arizona Spinal Cord Injury Association, Arizona Center for Disability Law, United Cerebral Palsy of Central Arizona, People First of Arizona, Governor’s Council on Developmental Disabilities, Arizona Technical Access Program, SMILE Center for Independent Living, DIRECT Center for Independent Living, Joni & Friends, Arizona Chapter of the Multiple Sclerosis Society, Sun Sounds, Arizona Commission for the Deaf & Hard of Hearing, Creative Networks, The Centers for Habilitation, AIRES, Goodwill of Central Arizona, Epilepsy Foundation Of Arizona, MIKID, the Arizona Statewide Independent Living Council, and Arizona Bridge to Independent Living.

Peter Clute Leaves Too Soon…………….

On the morning of July 3rd Peter Clute, ABIL’s Information & Referral Program Coordinator passed away from yet unknown reasons at the age of 29. Peter had been quietly experiencing some ailments over the previous month, but kept them largely to himself, preferring to press onward and accomplish the tasks at hand.

 

Before coming to ABIL nearly three years ago via Americorps VISTA work, Peter worked at the Ann Arbor Center for Independent Living in his home state of Michigan. Upon his arrival in the Valley he started as the Information & Referral Program Coordinator. Later he was trained and worked as a Benefits Planning & Outreach Work Incentives Specialist, then recently returned back to his original position.

 

Those who met Peter were drawn to him like a magnet as he had a smile and spirit about him that would capture people in. He had a passion for discussing politics and wanted to further develop his skills in policy change and advocacy on disability issues. Peter’s Scooby Doo impressions were always a hit, he loved his Detroit & Michigan State teams and he never had an unkind word to say about anyone he met. A co-worker described Peter Clute as “An All-American Kid.” The article below, gives insight into his life and spirit. Peter, you left us too soon, but thanks for all you did when you were with us!

 

The Thrill of the Ice by Peter Clute

 

This is my “Field of Dreams”. Where the impossible is possible. Ahhh, yes, to feel the ice as it cuts beneath my razor sharp blades of steel. When I skate, I own the ice. It is mine for the conquering.  And when I gaze beyond that cold, misty, frozen surface to an area where I envision throngs of roaring fans, I see something else.  I feel something greater. I now own my independence from my wheelchair as it sits behind the boards, as immobile and lonely as the insignia on a disabled parking sign. I’ve now just defeated that caricature of a DIS-abled, lifeless, faceless figure that labels me whenever I park my car. Hah, Instant victory!! And I haven’t even scored a goal yet!!

 

In the beginning, sled hockey was much more of a “something to try” than any vendetta against my dependence on a wheelchair for mobility. But what it became was an eye opener beyond a world of disability to a world of new abilities. Now, I know that I am more than just a wheelchair user with spina bifida. I credit my friends, parents, and an upbringing that emphasized abilities, with that. In fact, until I became employed by a Center for Independent Living in Ann Arbor, Michigan in 2002, I never really much thought about disability. In the 26 years that I’d seen life at that time, disability was an afterthought; an aside. But being involved in the disability community for three years now, including my current job at Arizona Bridge to Independent Living, disability has become anything but an aside. In three years, I’ve lived and breathed disability issues and have strived to promote a philosophy called “Independent Living”. But I came to realize, as I looked toward that empty wheelchair, while practicing puck-handling drills with my Phoenix Coyotes Sled Hockey team, that until sled hockey entered my life, I wasn’t really practicing the kind of independent living I wanted to practice. For me, independent living is, essentially, just living. It is the freedom to be “who you is” or learn how to become what you want to be if you haven’t quite found that niche or passion by which to be driven. Everyone, from those with disabilities, to those without, struggles with a desire to find that spark in life that gives our lives even just a little more meaning. We are all just trying to find our way, and hopefully discovering something about life and its experiences that gives us context and an identity.

 

In life, I am a son, a loyal friend, an advocate. I am a person with a disability. But today, at this moment, I am an athlete. I am a hockey player!!!

On June 23rd and 24th, ABIL’s volunteer Board of Directors gathered for a weekend “Board Retreat” at the Wigwam Resort & Spa at Litchfield Park. On Friday evening, the Board held it’s monthly Board meeting. On Saturday, the Board spent the morning working on the development of ABIL’s new five-year strategic plan. In the afternoon, the Board reviewed, critiqued and edited its new governance manual and handbook. On Saturday evening, the Board enjoyed a well-deserved and relaxing reception and dinner. From everyone at ABIL, we really appreciate the Board’s hard work and dedication to the Independent Living philosophy. Thank you everyone!!!

Celebrate Disability Advocates

Legislative Success in 2006!

ABIL, as a member of the Arizona Disability Advocacy Coalition (AzDAC) is thrilled about the legislative successes our coalition and other disability advocates achieved this year.  The Arizona State Legislature and Governor Janet Napolitano approved a series of budget bills appropriating funding for the following: (* Indicates AzDAC supported legislation)

 

l *Vocational Rehabilitation: The 2.9 million dollars necessary to draw down the full federal match (approximately $10 million!) for vocational rehabilitation funding available to Arizona.  This should result in an increase in VR counselors over the next few years and the elimination of the current waiting list for services.

 

l *Health care for those waiting for Medicare: Temporary AHCCCS for state residents who are citizens or legal residents of the United States and determined eligible for SSDI benefits that are in the two-year Medicare waiting period.  This will start in October and will allow those individuals to continue on AHCCCS even if their SSDI cash benefit is more than the AHCCCS income limit, until their Medicare begins. A BIG “Thank you” to Senator Leff who stewarded this bill through the legislature.

 

l *Special Education: 5 million dollars to facilitate increased funding for certain Group B weight disability categories through a fund schools can access. A BIG “Thank you” to Representative Knaperek who stewarded this funding allocation through the legislature.

 

l *Medicare Part D Co-Pays for Medicare (AHCCCS) and Medicaid (dual) eligible individuals: A total of approximately 1.5 million dollars to cover prescription drug co-pays for people who are dually-eligible since the Medicare Part D prescription drug benefit started. Expected to start in October 2006.

 

l Dental Care Pilot: 1 million dollars to establish a Dental Care Pilot Program for eligible people with developmental disabilities.  We hope this will help us gather data to eventually expand the program to others with disabilities.

 

l Autism Research: 7.1 million dollars for distribution to a non-profit medical research foundation in Arizona that specializes in biotechnology and that collaborates with universities, hospitals and other research centers for autism research. 

 

l Health care for workers with disabilities: $4,765,900 to continue to fund the AHCCCS Freedom to Work program for individuals with disabilities who are working and no longer qualify for any other AHCCCS/ALTCS program.

 

 

You can go to the AzDAC web site to see how your legislators voted on disability issues at www.azdisabilityadvocacy.org.  You can use this information to decide which candidates for the legislature to support in the upcoming elections. Go to www.azleg.org to find your legislator’s contact information to send them a thank you for supporting programs important to you.  Be specific and remind them you are a voter in their district. Go Lynn Go!

Congratulations to Lynn Bejnar, ABIL’s Self Determination Program Manager!  Lynn recently attended the National Stuttering Association (NSA) conference in Long Beach CA, June 29 – July 2, where she won three awards: the National Member of the Year, National Regional Coordinator of the Year, AND the National Chapter of the Year.  Lynn started the Central Arizona Chapter (CAZ) ten years ago and led the support group for adults who stutter for nine of those years.  She is the only one in NSA history who ever won all three awards at one time! 

 

In 2005, Lynn decided to collaborate with Arizona State University’s Speech and Hearing Clinic to host their monthly meetings and to partner in continuing to educate their Speech and Language Pathologist (SLP) students.   Who better to teach the SLP students what works/doesn’t work than the experts themselves - people who stutter? This October CAZ will sponsor several events:  their 6th statewide Youth Day Workshop, their 4th statewide SLP Continuing Education workshop, along with giving their 8th presentation to another ASU SLP classroom. CAZ members are dedicated to educating and supporting people who stutter in Arizona.  For more information on CAZ or the National Stuttering Association go to their website http://www.westutter.org/nsa-caz

Are you receiving Vocational Rehabilitation services, or do you collect either Social Security Disability Insurance or Supplemental Security Income and are looking for part time work? If you do, you might want to stop by a Phoenix Workforce Connection or Maricopa County One Stop.  Inside, you will find:  helpful staff; free classes to help you create a resume, practice interviewing, manage stress, and more; access to computers and other machines (fax, copier, and phones) for work-search related activities. 

 

All One Stops in Arizona have some adapted technology and equipment.  To find the One Stop nearest you, including contact information, and to determine what equipment they have available, use the following web site:  www.atarizona.com. This site is administered through the Arizona Center for the Blind and Visually Impaired, serves as the official One Stop and Disability Program Navigator web site, and has over five hundred links to disability related sites.  There are also trainings on disability related topics available through this site.

For people with visual impairments: 

Screen reader software (please bring your own headphones) including Jaws, ZoomText, and a CCTV that can be set up in a class you might choose to take. 

 

For people with physical and dexterity challenges:

A hydraulic table to get computers to the right height and a variety of keyboards and mice.  

 

For people with hearing issues:  An FM system for those needing help to hear better, (in a class or presentation, for example), and an incoming TTY line to complement the outgoing TTY line (the numbers are being finalized now and will be distributed when they are confirmed).

Persons with disabilities, family members, friends and the general public now have another resource for information, news and feature rich content about disability and the people effected by it.  With the official launch of www.DisabilityNation.net and the DisabilityNation Podcast, you now have an unique opportunity to learn more about life and disability. 

 

DisabilityNation is an Internet based audio magazine available at www.disabilitynation.net.  The magazine or podcast is available free of charge and is published every two weeks with the goal of educating and informing the public about disability issues.

 

ABIL’s Larry Wanger, creator and producer of DisabilityNation says, “The goal of the site and Podcast is to promote people with disabilities living life to the fullest and to dispel many of the stereotypes and beliefs that are held by some people about disability.”

 

“DisabilityNation is a podcast by and for people with disabilities.” 

 

The content of the site and Podcast are designed to be cross-disability related and meant to be both educational and encouraging to anyone with a disability.  Content is geared toward multiple audiences including persons with disabilities, their family members, friends and the general public.  The show has highlighted topics including mental health advocacy and parity issues, an interview with the founder and editor of Mouth Magazine, interviews with athletes who have disabilities, representatives of various disability organizations and many others.

Benefits, Planning, Assistance & Outreach Q&A

Q: If I work and I am using a Ticket to Work, will you still review my medical condition?

 

A: There are two conditions for which Social Security will suspend medical reviews. First, they do not review the medical condition of a person receiving disability benefits if that person is using a Ticket to Work. Secondly, if a person receiving Social Security Disability Insurance (SSDI) is employed for 24 months, he or she will not be asked to go through a disability review because of the work they are doing. Mesa Eliminates non-ADA Dial-A-Ride Services

On Wednesday, July 5, 2006 the Mesa City Council voted to eliminate non-ADA Dial-A-Ride services effective August 7, 2006.  After August 7th, passengers that are not ADA-certified will have to find alternative means of transportation.

 

The Council also voted to provide ADA Dial-A-Ride services on Sundays and Holidays for the next three months, while they seek grant funds for ongoing support.
