ABIL
Celebrates the Holidays with
Great Success in 2005! By

As we celebrate the Holidays, I’d like to share some of the many
accomplishments that ABIL had during this past year.
As an organization, we worked very hard to continue the success of
our programs to meet the needs and expectations of our consumers.
The following are some of these accomplishments. We hosted the 3rd annual Spirit of ABIL Award’s where we honored a consumer,
Mary Hartle-Smith for her dedicated advocacy.
ABIL also recognized the PAS Employee of the Year and more than
forty personal assistance employees and eleven volunteers and peer mentors
with five-year service awards. ABIL, the Statewide Independent
Living Council and Arizona’s other four CIL’s hosted the 2nd ever Arizona Independent Living Summit, themed “Disability
Myths & Realities…Who we are as a Community.” More than 250 members of the disability community attended! ABIL joined the Arizona Coalition
to Defend Social Security and opposed the privatization of the Social
Security system. ABIL’s Ticket-to-Work
Employment program is very close to being self-sustaining and currently
has more than sixty people working above the Substantial Gainful Activity
(SGA) level. Our Personal Assistance Services
program continues to make community based independent living a reality for
over 1,450 ALTCS consumers in Maricopa County. ABIL’s Advocacy Specialist,
David Carey was awarded as the “Humanitarian of the Year” by the
Southwest Institute for Families and Children with Special Needs.
David was honored for his outstanding mentorship and support of the
Institute’s Youth Action Council. ABIL’s Reintegration
Coordinator, Fernando Cruz completed the transition from former nursing
home resident to first-time homeowner by being one of the first Home
Choice program participants. Former ABIL I&R coordinator,
Heather Urick was crowned Ms. Wheelchair Arizona. Heather represented the state of Arizona in the Ms.
Wheelchair America Pageant in Albany, New York. ABIL’s Social Security Benefits
Planning, Assistance and Outreach (BPAO) program provided information and
technical assistance to more than a thousand of Arizona’s Social
Security beneficiaries with disabilities who needed help understanding how
earned income will affect their cash and medical benefits. ABIL continues to offer programs
that emphasize the importance of peer support such as Healer Within,
Laughter Therapy, and Women with Disabilities & Self-Esteem Workshop. Our Socialization through
Recreation program offered a variety of monthly activities for consumers
including trips to the Arizona State Fair, Dolly Steamboat, Hoo-Hoogam Ki
Museum, Arizona Casino, Rawhide Western Towne, and the Desert Botanical
Gardens. Our Empowering Youth in
Transition to Adulthood program has continued to expand its outreach by
conducting independent living skills workshops at Marcos de Niza High
School, Mesa Juvenile Detention Facility, Durango Juvenile Detention
Facility, Tempe Union High School, Thunderbird High School, and Mountain
Pointe High School. ABIL announced the grand opening
of the Robert Mast Transitional Housing Program. Under this new program, ABIL operates and manages an
affordable, temporary short-term residence, known as the Mast House, for
persons with a disability who are preparing to live in the community. ABIL continued to support the
Improbable Theatre Company. This
year’s Lunch Time Theater Series production
was the first time the troupe took on a published play - “Spoon
River Anthology” by Edgar Lee Masters. As you can see, ABIL had a very successful 2005.
I would like to thank ABIL’s staff for the important role they
play in promoting independent living philosophy.
Programs that promote personal responsibility and choice are what
empower people with disabilities to fully realize independent living and
achieve positive adjustment to disability.
See you all in 2006! Medicare? Rx? Are You Confused? By Donna Kruck Are you confused about the new Medicare Part D prescription
drug plans? If so, join the
club! If you qualify for Medicare, you are probably getting a lot of mail
about the new option to get help with your prescription drugs through the
new Medicare Part D. It is a new plan option, so it can be confusing – different
sources may be offering conflicting information. You may be a relative or
friend of someone on Medicare and you can help him or her make his or her
choices. We can help! Call

enroll First, if you have NOT received any information or the new Medicare
and You booklet, get one. Contact Social Security at
1-800-Medicare or go to the local office to pick up the book.
It describes the program and lists the plan options in your area.
You can also go to www.Medicare.gov to get the same
information and to search for plans that cover your medications. If you find conflicting information between the Medicare
and You booklet, the Medicare web site and your health plan regarding
co-pay expenses or what medications are covered by the health plan,
advocates advise the healthplan most likely to have the most reliable
information at this time are Medicare Advantage plan or the Prescription
Drug Plan. The new Medicare Part D plan does have deductibles, monthly
premiums, a “doughnut hole” where there is a gap in coverage and
co-pays for prescriptions. If
your income is low, but not low enough to qualify for AHCCCS, you may be
able to get some financial assistance to cover the costs called “Extra
Help”. Again, contact
Medicare directly to see if you qualify for Extra Help. When choosing a Part D plan consider: Premium cost Prescription formulary – Do they cover your medications? Which pharmacies does that plan use?
Are they convenient for you? What is the appeals process if the plan doesn’t include the
particular medication you need? On AHCCCS and Medicare? If you are what is called a “dual eligible” – you have
both Medicare and AHCCCS health coverage.
After January 1, 2006, your prescriptions will no longer be covered
by AHCCCS, and you will qualify for Medicare Part B coverage without
any premium or deductible expense.
You will have to pay a co-pay for each of your prescriptions
($1 for generic and $3 for brand names).
This applies also to individuals using the AHCCCS Freedom to Work
health program – you are also considered “dual eligible.”
Different plans have different premiums and some are higher than
others. Note: People qualifying for both AHCCCS and Medicare only get
plans premium free if they pick one with the average premium. If you chose
a plan with a higher than average premium cost, then you will have to pay
the difference. The plan will be able to tell you if you have any premium. Dual eligible individuals have two choices: 1) to be in a Medicare Advantage Plan that covers both the
health care and prescription coverage – with a limited choice of
physicians. 2) to keep traditional Medicare where you can go to whatever
physician will accept the Medicare coverage for healthcare and then you
would need choose a Prescription Drug Plan to cover prescription costs. If you are a “dual eligible” and don’t choose a
Prescription Drug Plan by Dec. 15, 2005, then Medicare will automatically
enroll you in a Prescription Drug Plan. Medicare Advantage and Prescription Drug Plans are listed in
your Medicare and You booklet and on the Medicare web site.
If you have not gotten a letter from your current health
plan, contact them to ask what your status is for the new Medicare Part D.
Dual eligible individuals can change plans any month.
When you enroll in a new plan, then you will automatically be
disenrolled from your previous plan. *** Important: January 1,
2006 - keep your AHCCCCS and Medicare cards with you to show your
pharmacist!!! That is your proof that you should have prescription
coverage and they can look you up in their computer. --------------------------------- Arizona

Erik Jenson Q: I’m going to a community college this spring to get
training for a future job. How is my financial aid going to affect my
Social Security benefits? A: Financial aid for college is considered unearned
income, since you didn’t do any work to get it. If you are receiving
Social Security Disability Insurance (SSDI), unearned income does not
matter. If you are receiving Supplemental Security Income (SSI), then
it’s a little more complicated. Certain grants and scholarships, such as
the Pell Grant or Work Study programs, are not counted as income. Some
other types of scholarships will be considered income, although Social
Security will only count the portion of the money that is set aside for
personal use, such as food, clothing, or shelter. If you want to know more about how your financial aid package
