Valley Transportation Bill Passes! by Mary Hartle-Smith
The first three weeks of the 2004 Arizona Legislative Session were a whirlwind of activity concerning future transportation in Maricopa County. At stake was the question of giving voters in Maricopa County the choice of extending the half-cent transportation tax for an additional 20 years, starting in 2006.
Several bills were introduced to authorize Maricopa County to hold an election, however, not all bills were the same. The two bills that gained the most support and finally passed with a few amendments were the measure introduced by Representative Gary Pierce District 19-R, Chair of the House Transportation Committee, and its Senate companion, introduced by Robert Blendu District12-R. These original bills called for approving a plan developed by the Transportation Policy Committee (TPC) of the Maricopa Association of Governments (MAG). This plan includes improvements to freeways, regional arterial streets, and additional public transit. This additional transit includes 1,000 new Dial-a-Ride vans and expansion of the original light rail project planned for Phoenix and Tempe with an additional mile into Mesa.
HB 2456, as amended, passed both the House and Senate on February 3 and was signed into law by Governor Napolitano on February 5. The bills that were defeated called for separating the question of extended light rail from the rest of the plan. In the end legislators compromised by agreeing to have the Regional Transportation Plan go to public ballot in November rather than May as originally proposed. The campaign to pass this ballot measure supporting the Regional Transportation plan is called Maricopa 2020.
But, this is just the bare bones description of the drama that unfolded at our State Capitol on this tremendously important issue with far-reaching implications for generations to come. Individuals and groups came out of the woodwork with passionate feelings both in favor and opposition to the transportation plan as proposed by MAG. ABIL, TRIP, the National Federation of the Blind of Arizona, and the AZ Disability Advocacy Coalition (AzDAC) advocated in favor of the MAG plan along with other Maricopa 2020 supporters. Advocates testified along with local city Mayors to support the plan and spent hours waiting in empty hearing rooms while the legislators and city leaders battled it out. Most of the opposition was related to the inclusion of light rail.
ADVOCATES WON THE DAY! In succeeding issues of the Bridge, we will outline different parts of the plan and how they will benefit persons with disabilities. TRIP is planning a Transportation Summit for the Disability and Aging community to strategize our advocacy efforts in May. Stay tuned!!!
Now, it is time to get out and educate our family, friends, neighbors, everyone we know and do business with, about the importance of a "yes" vote for the tax extension on November 2, 2004.

1. Always thank friendly legislators who vote in support or sponsor bills important to you!
2. If you can't get to them, tell their secretaries!
3. Always be nice to their secretaries. They are your link to the legislators.
4. Why do we always tell you the district the legislator is in? Becasuse legislators pay most attention to constituents (you) who live and vote in their districts. Therefore, if that legislator is in your district - let them know who you are and that you vote!

Travelers with Disabilities Are On the Go
Americans with Disabilities are hitting the road, and the travel industry is taking notice. According to the Society for Accessible Travel & Hospitality, people with disabilities spent $13.6 billion last year on vacations - and that does not include money spent by their companions. In a depressed travel economy, the disabled community offers a promising niche market.

The AHCCCS Freedom to Work program is working! Over 410 individuals with disabilities are working today under the new AHCCCS Medicaid Buy-in program! Be sure to contact your legislators to thank them for supporting such an important piece of legislation. ABIL in cooperation with AHCCCS and DES/Rehabilitation Services Administration are working together to develop a handy attractive brochure to inform people about the program. We will need your help to distribute these, so if you can help us please contact me at donnak@abil.org or call me at 602-443-0722.
To apply for the AHCCCS Freedom to Work program, you need to:
* Have a disability (according to Social Security or DES Disability Determination services)
* Be between 16 and 65 years of age and a legal citizen of the U.S.
* Be working as defined as paying taxes on earned income.
* Not be eligible for any other AHCCCS programs ( your income needs to be higher than any other AHCCCS program eligibility limit.)
* Pay the monthly premium which is based on your adjusted gross income

Health & Human Services Secretary, Tommy G. Thompson recently unveiled, http://www.grants.gov, a single, comprehensive web site that contains information about finding and applying for all federal grant programs.
The Paralysis Resource Guide
FYI-Joe Canose, Director of the Christopher and Dana Reeve Paralysis Resource Center, announces the availability of their new publication- The Paralysis Resource Guide.
The guide was produced by the Christopher Reeve Paralysis Foundation is now available free of charge to all state grantees. The Paralysis Resource Guide is a 310 page book, and is a comprehensive information tool for people affected by paralysis and those who care for them.
The book provides an overview of health management and the specialized clinical issues related to paralysis. The guide also outlines helpful scientific research to restore lost function. Further, the Resource Guide offers information on maintaining an active, healthy lifestyle and specific information about paralysis, ALS, stroke, spina bifida, brain or spinal cord trauma, MS and other causes of disability.

Abilities EXPO & Stroll or Roll

The Stroll or Roll is a 200-yard race on foot or wheels for persons with disabilities. The event will be held in the Circle of Life and east parking lots at Steele Indian School Park in Phoenix (3rd St and Indian School). Participation ribbons will be given to registrants.
Registration for the race begins at 9:45 AM. Bathrooms are wheelchair accessible and all activities are free to the public. There will be many informative and interactive booths for all to enjoy, including McGruff, Smokey the Bear, and emergency vehicles, along with Phoenix Family Museum and their Play Stage. F. Lee Jacquette, a Phoenix based investment consultant, joined the ABIL Board of Directors in the autumn of 2003. Now retired from full time work, he earlier was Treasurer of the Carnegie Foundations in New York; Vice Chairman of the Arizona Bank, which has become Bank of Arizona; Director of Finance and Administration for the Marin Community Foundation; Chairman and President of Arizona Commerce Bank which was subsequently absorbed by other financial Institutions; Chief Financial Administrative Officer of the State of Arizona's Flinn Foundation.
A prolific author of dozens of published articles on a wide variety of subjects, Lee has long been active in public service and philanthropic endeavors, having served on the Boards of the Phoenix Symphony, the Arizona Community Foundation, Southern Education Foundation, Easter Seals Arizona and the Gladys Taylor McGarey Medical Foundation.
Lee is Emeritus Chairman of the Board of Arizona State Retirement System, Investor Responsibility Research Center, and Phoenix Urban League. He has been part time faculty member at Arizona State University, New York University and State University of New York.
In the 1980's and 1990's he completed over 3,000 treks on Summit Trail at what was then Squaw Peak (now known as Piestiwa Peak). Some friends thought this a bit compulsive, but Lee claims his heart and legs today are stronger than what otherwise would have been the case.
With his extensive financial background and good legs Lee aught to give the ABIL Board a 'good run for it's money'!

It is a chronicle of their stories and a place for their collective messages to be shared with others. Adults looking for guidance and children looking for shared experiences will read powerful and touching stories. If you have a disability, live anywhere in US, and are bilingual in Spanish and English you can apply for IRS home-based customer service positions set aside for people with disabilities. Agents will answer incoming telephone calls from citizens requesting IRS Forms and Publications. Applicants must have a home computer and basic computer literacy skills. (In some cases a computer can be supplied)

Dispelling the myth that people do not recover from mental illness, psychiatrist Dr. Dan Fisher publicly discusses his diagnosis of schizophrenia, his many past hospitalizations, his recovery, and his selection as a member of the White House Commission on Mental Health, giving voice to millions of consumers, survivors, and family members.
Incorporating the principles of empowerment, Dan speaks throughout the country promoting recovery. He has been featured on radio and television programs, including CNN. In addition, he is a researcher, having carried out research into neurotransmitters at the National Institute of Mental Health and on the ways that people recover. Along with Laurie Ahern, he developed the Empowerment Model of Recovery and the PACE/Recovery program to shift the system to a recovery orientation. Dan has been recognized for his work, receiving the Clifford Beers Award from the National Mental Health Association and the Bazelon Center for Mental Health Law's Advocacy Award.

Warning: Camera Phones & ID Theft
Keep a watch out for people standing near you at retail stores, restaurants, grocery stores, etc., that have a cell phone in hand. With the new camera cell phones, they can take a picture of your credit card. This gives them your name, number, and expiration date. Identification theft is one of the fastest growing scams today, and this is just another example of the means that are being used. So be aware of your surroundings.
Empowering Youth Independent Living Skills Workshops
