Legislative Training & Awareness Days a Great Success!

By Carolan Quenneville

On February 2nd as the groundhog Punxsutawney Phil came out into the light to predict a cooling trend, Phoenix saw hundreds of self-advocates from all parts of the state come and learn how to put the heat on legislation important to people with disabilities.

Thanks to scholarships for hotel and travel, the largest group ever attended Legislative Advocacy Training Day, sponsored by AzDAC. Following this, the Governor’s Council on Developmental Disabilities (GCDD) held Legislative Awareness Day. This event also drew it’s largest crowd ever; over 700 advocates, service providers, and supporters from Yuma to Page and Chinle. Those attending the two events learned about pending legislation, networked with other self-advocates, made visits to their legislators, and enjoyed lunch on the Senate lawn.

Now for the bad news: Even though there were three times as many people in attendance than ever before, the events received NO Press coverage. Just like the groundhog, if people with disabilities are to truly come out from the shadows we must have the light of the Press.

Self-advocacy is more than a two day event. We must demand attention and continue to remind our representatives that we are out there and that WE VOTE. The next opportunity to make our collective presence known will be on March 14th. This is rally day at the Capitol for the Protecting Arizona’s Family Coalition (PAFCO). Read below for more information on PAFCO and how you can get involved.

LET’S “GET OUT THE DISABILITY VOTE”

ON MARCH 14TH, 2006

By Phil Pangrazio, ABIL Executive Director

The American Association of People with Disabilities (AAPD’s) is calling on all disability organizations and groups to help in their effort to “Get Out the Disability Vote.”

The aim of AAPD’s “Disability Vote Project” is to: 1) Push for meaningful election reform, 2) Get out the disability vote, 3) Focus on ensuring that polling places and voting systems are accessible,

4) Encourage service providers to comply with the provisions of the National Voter Registration Act, 5) Encourage people with disabilities to run for office and get involved in the political process for the candidate of their choice.

I mention this initiative because on March 14th, 2006, the City of Phoenix voters will be asked to consider the approval of seven (7) Bond Propositions.  The 2006 Phoenix Bond initiative is a comprehensive plan that will ensure the quality of life for our rapidly growing community with “No New Taxes.”  All of the bond propositions have significant implications for people with disabilities.

The first of these is Proposition 4.  Prop. 4 includes $5.3 million for a collaboration between the City of Phoenix Parks & Recreation program and ABIL. If approved, ABIL and the City will construct a state-of-the-art, universally accessible, “Sports, Recreation and Fitness Center for Persons with Disabilities.”  This Recreation Center will accommodate a wide array of competitive and recreational programs for people living with disabilities throughout the Valley including wheelchair basketball, wheelchair floor-hockey, quad rugby, over-the-line softball, wheelchair tennis, hand cycling, wheelchair racing, power-soccer, and many other therapeutic and recreational programs.

Prop. 4 also includes $2.5 million for system-wide ADA upgrades for new and existing parks, playgrounds, recreational facilities, open space preserves, and historic park facilities.

Second, and no less important is Proposition 2.  Prop. 2 includes $595,000 for technology improvements that will ensure availability of accessible voting equipment to allow citizens with various disabilities to vote independently and privately.

Third is Proposition 5.  Prop. 5 includes $606,000 for ADA upgrades to downtown city facilities such as new and existing libraries, senior centers, family and social service centers.  Prop. 5 also includes $1.4 million for ADA upgrades to the City Council Chambers and critical facility system modernization.

Fourth is Proposition 7.  Prop. 7 includes $2.4 million for ADA compliance improvements for a host of downtown street construction and renovation projects.

Lastly, I want to emphasize that all 7 Bond Propositions combined include hundreds of projects that will have tremendous impact on citywide revitalization and economic development.  These impacts will have wonderful implications for people with disabilities if they are approved.

Therefore, I encourage you to help us “Get Out the Disability Vote.”  As Justin Dart said, “vote as if your life depended on it, because it does!”  And remember, “if you don’t vote, you don’t count!”

Please support the entire 2006 Phoenix Bond initiative and

Vote “YES” on Tuesday, March 14th, 2006

Friday March 31st

RSVP for reservation and for accommodation, alternate format or sign-language interpreter by March 24th to Paula Grodecki at 480-222-4212 or paulag@abil.org.

Don’t think you are oppressed or need liberation?

Below are 10 symptoms of disability oppression. If you answer yes to one or more items on this list you can benefit from attending the next Disability Liberation Workshop.

1. The lack of alternate formats and sign language interpreters

2. Narrow or stepped doorways and inaccessible bathrooms

3.        Segregated school rooms that develop poor social skills, low scholastic expectations, and lack of familiarity between people with and without disabilities

4. Being treated like you are contagious, dangerous, and to be avoided. Like when people talk to and hand your change back to your non-disabled companions instead of you

5. Being told you are broken, only half a man or woman, or better off dead than disabled

6. Being told you cost too much and are too much trouble

7. Fear that if you speak up about injustice or mistreatment you’ll loose the supports and services you need to survive

8. Feeling like you are a burden

9. Feeling worthless, less than human

10. Feeling like you don’t belong
