ABIL offers and promotes programs designed to empower
people with disabilities to take personal responsibility so they may achieve
or continue independent lifestyles within the community. ABIL is a member of
the National Council on Independent Living (NCIL). "Not just responding
to change, but leading it!"

ABIL’s
Home Accessibility Program Updates
ABIL’s Home Accessibility Programs provide structural
modifications to homes occupied by persons with disabilities with low and
moderate-income levels.
ALTCS, DDD, Evercare and Mercy Care recipients are required
to contact their Case Managers first to apply for their own environmental
modification programs. The types of modifications include: wheelchair ramps,
doorways widened, grab bars and modifications to bathrooms. This program is made
possible by the Community Development Block Grant (CDBG) program, funded by the
U.S. Department of Housing and Urban Development (HUD). The Home Modification
Programs are match programs, where consumers are expected to pay for 10% of the
modification through cash, in-kind contribution (labor, materials, and
volunteerism or through other contributions). Because funding is limited, there
are maximum amounts allowed for each modification.
ABIL Welcomes John Lamm as the coordinator for the
Glendale (GHAP) and Peoria (PHAP) home accessibility programs.
The Glendale and Peoria programs are for renters and homeowners.
Renters who receive modifications must have at least a 12-month lease.

On Tuesday, November 7th,
United States voters will go to the polls for the 2006 Midterm Elections.
If you are a person with a disability or a family member or friend of
someone with a disability, I encourage you to help us, “Get-Out the Disability
Vote.” If you care about our
Country, you need to vote! If you
care about matters relating to disability policy, you need to vote!
If you find yourself complaining about how certain politicians do not
represent our best interests, you need to vote!
We have no reason to complain about our political representation if we do
not vote!
No matter what your political leanings, whether Republican or
Democrat, conservative or liberal, there is too much at stake in these Midterm
Elections to not vote. The November
7th elections will decide who controls
the U.S. Congress in both the House of Representatives and the Senate.
The elections will significantly influence the course of our Nation on
several paramount issues including the War’s in Iraq and Afghanistan,
immigration, boarder security, and possibly healthcare reform.
People with disabilities have too much at stake not to vote.
For decades, we have worked vigorously to obtain the civil rights and
protections that we now enjoy, but those rights have been continually attacked.
Do not believe for one-minute that they are guaranteed.
They are not!!! They can be taken away by an insensitive legislature and
political climate. Without proper
vigilance, we could be denied the rights we have worked so hard to enact.
Only by voting can we truly protect and ensure our civil liberties.
Voting is the ultimate form of civic participation.
To vote is to be personally responsible in a democratic society.
And we must take this responsibility seriously!!!
So, on November 7th, please go to the polls and vote!
Of course, it is not only national issues at stake.
In Arizona, we will elect our next Governor, Secretary of State, Attorney
General, Superintendent of Public Instruction, State Treasurer, thirty (30)
State Senators and sixty (60) State House Representatives, just to name a few of
the important political races. In
addition, there are 19 Ballot Propositions including eight (8) Constitutional
Amendments, eight (8) Initiative Petitions and three (3) Referendums by the
State Legislature.
Some of the ballot propositions of particular interest to
people with disabilities and those concerned about human services include:
Proposition 103, a proposed amendment to the Arizona Constitution relating to
English as the official language, Proposition 107, a proposed amendment to the
Arizona Constitution relating to marriage; Proposition 201, a proposed
initiative petition relating to smoking; Proposition 202, a proposed initiative
petition relating to the minimum wage; Proposition 203, a proposed initiative
petition relating to early childhood education; Proposition 206, another
proposed initiative petition relating to smoking; Proposition 300, a referendum
by the legislature relating to public program eligibility; and Proposition 301,
a referendum by the legislature relating to probation for methamphetamine
offenses. For more information on

People with disabilities can play an important role in these
elections…if we would just vote! We
could have tremendous political power…if we just vote!
We could represent a significant portion of the electorate…if we just
vote. So let’s heed the words of
Justin Dart, and “Vote as if our lives depended on it, because they do!!!”
Let’s make November 7th the day we flex our political muscle by “getting out
the disability vote.”

Lower Your Medicare Rx Costs

Consider Switching to Generics or Other Lower-Cost Drugs
You may wish to talk to your doctor about the drugs you are
currently taking to find out if there are generic or less-expensive
brand-name drugs that would work just as well as the ones you’re taking
now.
Cost
savings information through the use of mail-order pharmacies, generic or
less-expensive brand-name drugs is also available in the Prescription Drug Plan
Finder section of www.medicare.gov
Explore National and Community-Based Charitable Programs
National and community-based charitable programs (such as the
National Patient Advocate Foundation or the National Organization for Rare
Disorders) may have programs that can help with your drug costs. Information on
programs in your area is available on the Benefits Checkup website at
www.benefitscheckup.org
Look into Pharmaceutical Assistance Programs
Many of the major drug manufacturers are offering assistance
programs for people enrolled in Medicare Part D.
You can find out whether the manufacturers of the drugs you take offer a Patient
Assistance Program by visiting the Pharmaceutical Assistance Program site at
www.medicare.gov.
Apply for Extra Help
If you have Medicare and have limited income and resources,
you may qualify for extra help paying for your prescription drugs. If you
qualify, you could pay between $0-$5 for each drug. Contact Social Security by visiting www.socialsecurity.gov or
by calling 1-800-772-1213. TTY users should call 1-800-325-0778.
Maricopa
County Discount Prescription Card Program
Provided in partnership with the National Association of
Counties (NACo)
The Maricopa County Board of Supervisors has launched a
discount card program to help consumers cope with the high price of prescription
drugs. Maricopa County is making free prescription drug discount cards available
under a program sponsored by the National Association of Counties (NACo)
offering a substantial savings off the retail price of commonly prescribed
drugs. The cards may be used by all county residents, regardless of age, income,
or existing health coverage, and are accepted at well over 90% of pharmacies
throughout Maricopa County.
The
NACo prescription discount card offers significant savings for the uninsured and
underinsured residents of our county, and even those fortunate to have
prescription coverage can use the card to save money on drugs that are not
covered by their health plan. Residents do not have to be Medicare beneficiaries
to be eligible for this program.
Cards
are available at 35 sites county-wide, such as Maricopa County Public Libraries,
the Maricopa County Public Health Department Clinic and WIC locations. Discount
Cards are also available at Maricopa County’s three Animal Care & Control
Pet Adoption Centers. (The card can be also be used for certain pet
prescriptions available at pharmacies.) Cards are also available at Fulton Homes
locations in the Valley and at the Dolce Vita Retirement Community in the Apache
Junction area.
County
residents can call toll free 1-877-321-2652 or visit https://naco.advancerx.com
for assistance with the program. Using the NACo prescription discount card is
easy. Simply present it at a participating pharmacy. There is no enrollment
form, no membership fee and no restrictions or limits on frequency of use.
Cardholders and their family members may use the card any time their
prescriptions are not covered by insurance.
The
discount card program is administered nationally by Scottsdale, Arizona-based
Caremark Rx, Inc.
The National Association of Counties (NACo) is a full-service
organization that provides legislative, research, technical and public affairs
assistance to county governments. Created in 1935, NACo continues to ensure that
the nations 3,066 counties are heard and understood in the White House and
Congress.

Peer Mentor Volunteers!

We are pleased to announce that on October 5th, Kerry
Johnson, Kelly McGowan, Janice Ward, Mike Mulroy, Lakeisha Adams, Dottie
Sanderson, and Karin Kellas completed ABIL’s Peer Mentor Volunteer Training.
Long time mentor Dottie Sanderson, participated in the training as a refresher
course. The training included sessions on disability awareness, adaptation to
disability, communication, goal planning, crisis intervention, the Independent
Living philosophy and much more. Congratulations to our new peer mentors and
welcome to our team!
Peer Mentoring empowers individuals with disabilities to help
each other, increase their independence, improve their self-confidence and
achieve independent lifestyles. Peer Mentor Volunteers assist ABIL consumers (mentees)
in achieving independent living goals, such as cooking, budgeting, bus training,
housing, employment, socialization, etc. They also help newly disabled
individuals to adapt to their disability. Peer Mentors share knowledge,
information and help in finding community resources; and they are good listeners
who encourage mentees on their path towards greater independence.

Mentor or if you would like to update your Peer Mentor training, contact

Medicare
Open Enrollment Starts This Month
Open enrollment for Medicare health and drug plans starts on
November 15. Now is the time to decide if your current coverage will still meet
your needs in 2007. If you are
satisfied with your current Medicare plan, you don’t need to do anything. If
you do want to make a change, you will find new plan options for 2007.
Medicare also has new tools to help you make a choice on
their web site, www.medicare.gov, or you can always call
1-800-MEDICARE (TTY 1-877-486-2048).
One of these tools is called Landscape of Local Plans. The
Landscape lists all plans available in your state, providing important
information that includes:
l Premiums
l Deductibles
l Coverage for the Gap
(“Donut hole”)
The Landscape provides information about the two different
ways you can get your Medicare drug coverage:
l
Stand-alone Prescription Drug Plans that offer drug coverage only. You
can add drug coverage to the Original Medicare plan and some Medicare Advantage
and other Medicare Health Plans through a “stand alone” prescription drug
plan (PDP).
l
Medicare Advantage or other Health Plans with Prescription Drug Coverage.
You can also use the Medicare Prescription Drug Plan Finder, which will
help you find and compare prescription drug plans that meet your personal needs,
and enroll in the prescription drug plan that you select.

Help program. This will allow you to get your covered prescription drugs at
no cost to you. This is true even
if you are working full-time and are enrolled in the AHCCCS Freedom to Work

Retirement and Housing Choice

For those living on under $21,000 a year, the retirement
years may not seem so golden. Where do people on very limited budgets find the
right place to live?
First on the list, for those able to handle their daily
needs, is HUD Housing. The Westward Ho in downtown Phoenix has been totally
remodeled and provides HUD subsidized-Section 8 housing. The monthly rent for an
apartment is 30% of your adjusted income. The Westward Ho is the former luxury
hotel where many Hollywood stars stayed while visiting Phoenix. Amenities
include a pool and patio.
For those in need of personal assistance and no longer choose
to live alone, there are group homes in beautiful residential neighborhoods
throughout the Valley. Of the 1600 licensed residential homes, there are several
hundred that take Arizona Long Term Care (ALTCS). To qualify under ALTCS your
income has to be under $21,000 and assets limited to $2000 or less. You must
also medically qualify.
If you have some liquid assets but not enough to afford
lengthy long-term care, here are a few options: If your liquid assets are under $80,000 and yearly income is
under $25,000 and either you or your spouse was a veteran who served during an
active war, the VA will help with paying for the residential group home. This
means access to all 1600 hundred homes, even those in Paradise Valley!
Be aware of your choices. Plan ahead and live in a setting
you are proud to call “home.” For more information on housing possibilities
