National Disability Employment Awareness Month?

Every month is Employment Month for ABIL. Some people have questioned our focus on employment when we are an “Independent Living Center.” Many of ABIL’s Board of Directors and staff have lived on meager government benefit programs and know that it is extremely difficult to be “independent” or even “live” in poverty. Thus our commitment to helping as many people with disabilities as possible find employment so they can lift themselves out of poverty. If you’re not sure whether you can work with your disability, we can help you find out if you are willing to try - either through our own employment related programs or through community referrals.

 

That is why we have worked so hard to remove barriers to employment. ABIL supported the passage and implementation of the Americans with Disabilities Act (ADA) and continue to provide technical assistance on it; supported the passage of the Arizona law reflecting the ADA; have worked to improve the rules under the Rehabilitation Act at every re-authorization; helped initiate and pass the Ticket to Work legislation; supported the inclusion of people with mental health disabilities in our state anti-discrimination law; initiated the AHCCCS Freedom to Work legislation; and most recently fought to get full state Vocational Rehabilitation funding. So for us, every month is Employment Month!

 

 

The Ticket to Work Can Work For You!

Augusto knew he wanted to go back to work and leave Social Security benefits behind and that the Ticket to Work might help him do that.  So in 2003 he came to ABIL Employment Services to participate in our orientation that explains the Ticket to Work Program provisions.

 

He had over 20 years of experience as an auto technician but he wasn’t interested in returning to that line of work. This is often the case with many Ticket To Work consumers. Augusto’s disability was new so he was still adjusting to how life-changing a disability can be. He began working with ABIL Employment Services (AES) as a Ticket to Work Program participant while he was learning to handle depression and secondary memory loss resulting from medication side effects.  After working with AES a short time, Augusto’s doctor suggested that he should take a break from the Ticket program due to some health issues that cropped up.

 

In April of 2005, Augusto called eager to get things going again. “I’m feeling much better and ready to work,” he said. Augusto began working in May but the job just wasn’t working out. “AES really came through for me after losing my job,” he recalls.  “I called really upset and frustrated. The folks over there were very nice and helpful to me. They let me vent, helped with paperwork, showed me the way around most of the obstacles I thought were preventing me from being a successful part of the working community. Most important though, ABIL never gave up on me. Now I’m working in the medical field and I love it.” Sometimes it takes a long time and several attempts to find just the right job.  That is why AES stays with a program participant for up to 60 months post-employment.  The program is designed to ensure that participants have the support they need to not just get a job, but keep it and establish a career along the way.

AES: Independence Through Employment

When Sandra Cardenas came to ABIL she was very quiet, shy and withdrawn due to several health and motivational issues.  Sandra struggled with depression, anxiety and other conditions that limited her ability to be as independent and self-sufficient as she wanted to be.  She was receiving TANF (Temporary Assistance for Needy Familes) benefits until recently. Sandra is a participant in ABIL’s TANF program, a partnership with The Arizona Department of Economic Security and Rehabilitation Services Administration.  Through the partnership, ABIL Employment Services (AES) staff provide assistance and peer support to individuals with disabilities receiving TANF benefits. 

 

ABIL staff and Sandra set up an Action Plan to achieve her independent living goals.  Sandra learned self-advocacy skills, which helped her access healthcare, services through other organizations, and to ensure that the services Sandra was eligible for through DES were provided to her. These services included medical and dental care, car repair and employment assistance. 

 

Through commitment, motivation and a desire to be more independent and self-sufficient, Sandra accomplished the goals she established for herself and is now working for a local company as an in-home caregiver.  She is very enthusiastic about her work, her family and her life.  To look at her today, you would not know that Sandra was the person described early in this article.  She has attained independence through employment and is a positive influence for others who encounter similar barriers. When asked of her feelings about ABIL and her accomplishments, she had this to say with a huge smile and a glow, “Terrific!! Being a part of ABIL Employment Service has been a grateful experience in life and self.”

Friends of ABIL Honored at 25TH Anniversary

On September 6th, ABIL hosted over 300 guests at its 25th Anniversary celebration.  The luncheon took place at the Sheraton Crescent Hotel in Phoenix.  The event was commemorated with a video tribute, a keynote speech by John Hockenberry, and a special visit by Phoenix Mayor Phil Gordon.  In addition, awards were presented to several friends of ABIL for their many years of advocacy in behalf of people with disabilities.

 

Bill Stokes Jr. was presented with an Advocacy Achievement Award.  Bill has spent more than 25 years advocating for the rights of people with disabilities.  Bill has worked with the City of Phoenix to survey pools, facilities, trails and other areas to facilitate access for people with disabilities.  Bill’s advocacy began after he was repeatedly passed-up by City bus operators more than 16 years ago.  He complained to the City and then told them how they could fix the problems.  He has been “fixing” things for the disability community ever since!  Thanks Bill for your great work and congratulations!

 

City of Phoenix, District 3, Councilwoman Peggy Bilsten was honored with a Public Service Leadership Award.  As a vigorous advocate, Ms. Bilsten was instrumental in creating a Multi-Housing ordinance that will increase accessible units from 2 to 6 percent when built within one-quarter mile of light-rail stations.  Bilsten was also an ardent supporter of the 2006 Phoenix Bond initiative that resulted in the approval of $5.3 million for the construction of a universally accessible, “Sports, Recreation and Fitness Center for persons with disabilities.”  Thanks Peggy, we really appreciate your leadership!!!

 

Bobbie Christensen was honored with the Ticket to Work Employee Achievement Award.  Ms. Christensen has worked for the State of Arizona for two years as a DES Eligibility Interviewer.  Bobbi, who has cerebral palsy, has significant physical limitations that make it difficult for her to use a computer.  However, she taught herself how to use Microsoft Office to “train” her computer.  She has shown to be a respectful, yet persistent self-advocate on and off the job.  Congratulations and great work Bobbie!

 

Chase bank was recognized with the Employer Achievement Award.  “Chase Bank exemplifies everything we want to see in an employer with regard to hiring people with disabilities,” said Susan Webb.  On a day-to-day basis, people with disabilities can apply at Chase and know they will not be treated differently, singled out or feel out of place.  At Chase, it is knowledge, skill, ability and experience that lands the job.  We applaud your leadership Chase!

 

Lastly, Teresa Moore was honored with the Community Leadership Award.  Ms. Moore has been a part of Arizona’s advocacy movement since 1991.  As a volunteer at ABIL, Teresa served as a peer mentor and later as a liaison between ABIL and Raising Special Kids to assist young adults with disabilities and their families with transition goals.  While volunteering at ABIL she also started People First of Arizona, a self-advocacy organization.  Today, Teresa works for the Governor’s Council on Developmental Disabilities.  Congratulations Teresa!

Have you encountered a broken curb cut, pothole or tree branches that made it difficult or impossible to travel around? Have you wondered how to report such barriers?

 

Street Repair Cards are the answer. Just a simple check mark and/or a short description of the troublesome area will start the process – once that’s done, place a stamp on the postcard, put it in the mail and it will arrive at the office of the Street Maintenance Director. The area you indicate will get investigated, addressed and repaired.

What election issues are especially important to individuals with disabilities?  For one thing, for the first time in history all polling sites in Arizona will have accessible voting equipment thanks to the federal Help America Vote Act.  In Maricopa County accessible voting equipment should be able to accommodate people with mobility impairments and visual impairments.  People who are blind will be able to vote independently for the first time in their lives.  It is very exciting! New voting machines have been ordered for every polling site in AZ.  That said, there still are potential barriers for individuals with disabilities. Will the poll workers be trained effectively to assist voters with disabilities to use the new accessible voting machines?  Are the actual polling sites themselves accessible?  You can still get a mail-in ballot if you would rather vote by mail by contacting your county elections office. Disability Related Nov. 7th Ballot Initiatives

ABIL Endorses Proposition 205: Your Right to Vote

ABIL’s Board of Directors has voted to endorse Proposition 205 on the November ballot. Proposition 205 states that all registered voters would automatically be sent mail-in ballots before every election. Only a few countywide polling places would be open on Election Day for on-site voting or to return ballots. All polling sites will still be required to have accessible voting equipment.  The state of Oregon has gone to all mail-in ballots and has experienced a significant increase in voting across all constituencies, including residents with disabilities. It is our hope that a total mail-in ballot system will help resolve transportation and other voting barriers that prevent some individuals with disabilities from voting.

 

Prop. 200, the AZ Voter Reward Act

Another interesting ballot initiative that ABIL has not taken a position on is Prop. 200, the AZ Voter Reward Act, which creates a lottery with a $1 million prize for people who vote in primary and general elections. Funded through unclaimed state lottery prizes, Prop. 200 supporters hope this will inspire more citizens to exercise their right and responsibility to vote.  Your vote on this ballot measure will help determine whether it is made into law or not.

 

Proposition 201 & Proposition 206

Some people are confused between the two smoking related ballot measures. Smoke is a proven carcinogen and second hand smoke is as dangerous to health as is smoking. Proposition 201, Smoke-Free Arizona Act is the most stringent statewide prohibiting smoking in closed public places and places of employment with only a few exceptions and money for enforcement from a small cigarette tax. Private homes are not affected. Proposition 206, the AZ Non-Smoker Protection Act, prohibits smoking in closed public places and places of employment and does allow smoking in restaurants and bars. No enforcement money attached, no added tax on cigarettes.

Medicare now covers many preventive services like cancer screening, immunizations, diabetes and glaucoma testing.  Social Security reports that most Medicare members are not using these preventative services. Sometimes we get overwhelmed with taking care of the disability we already have and neglect the rest of our health.

Need Help Paying for Medicare Rx?

You can still sign up for “Extra Help” to pay for the premiums, annual deductible, and co-payments related to the New Medicare Prescription Drug program (Part D).  You must fill out an application obtained either from the Social Security (SSA) website or by calling SSA. It is not an application for coverage under a prescription drug plan. You will have to enroll directly with an approved Medicare prescription drug provider for coverage. If you need information about the new Medicare Prescription Drug Program, visit www.medicare.gov or call 1-800-MEDICARE (TTY 1-877-486-2048).

 

Who should complete an application for "Extra Help" with Medicare Prescription Drug Plan Costs?

 

l You have Medicare Part A (Hospital Insurance) and/or Medicare Part B (Medical Insurance); and

 

l You live in one of the 50 states or the District of Columbia

 

l Your combined savings, investments, and real estate (other than your home) are not worth more than $11,500, if you are single, or $23,000 if you are married and living with your spouse. If you have more than those amounts, you may not qualify for the "Extra Help". However, you can still enroll in an approved Medicare prescription drug plan for coverage.

 

To get "Extra Help" with prescription drug costs, you must complete and submit the SSA application. They will review your application and send you a letter to let you know if you qualify for "Extra Help". They also will send you information about the Medicare Prescription Drug Program and tell you what you should do next.

New AHCCCS Program to Cover Arizonans with Disabilities Waiting for Medicare

Millions of Americans with disabilities are forced to go without health insurance once they begin receiving Social Security Disability Insurance (SSDI)  payments and before they become eligible for Medicare.  Good news!  As of October 1, Arizona has an answer for it’s residents with disabilities!


Arizona is the first state in the country to create a health care coverage option for disabled Arizona residents waiting for Medicare, who are no longer eligible for other AHCCCS programs.  The new program is called “SSDI-Temporary Medical Coverage.” 


AHCCCS began accepting applications on September 1, 2006 for this new program. Eligibility criteria includes:

- Arizona residency


- U.S. Citizenship or qualified non-citizen status

- AHCCCS membership at some point within the last 24 months

- Be receiving Social Security Disability Insurance (SSDI)

- Required monthly premium based on household income

- Not yet eligible for Medicare 

- Not be covered by other health insurance

- Not currently eligible or receiving coverage from AHCCCS

 

Premiums for this program will range from $60-$300.  If an applicant has any previously unpaid premiums, the applicant will have to submit payment to AHCCCS before the application will be approved.

AHCCCS Explains New Program Initiatives

Recently, AHCCCS held a community forum for providers to explain their 4 new program initiatives.

 

October 1, 2006 Prior Period Coverage (PPC) for Home and Community Based Services will be available.  All Home and Community Based services will be reimbursed for the time frame between application and approval dates. Reimbursements for out of pockets expenses or if a family member provided the services would be eligible. A case management plan would be developed that is cost effective and would include AHCCCS registered providers. There are details yet to be worked out with this initiative.

 

Pinal/Gila Long Term Care will take the lead in developing the Elderly/Physically Disabled (E/PD) Consumer Directed Care (CDC) model. They will form a work group of consumers, advocates and providers, and will review other states’ models, with this technical assistance grant, targeted to start October 1, 2007.

 

October 1, 2007 Transitional Services will be available to assist persons moving from nursing homes to their own home or apartments by covering expenses such as security deposits, furniture, bedding, dishes, etc. There will be limitations on the amount and frequency of the assistance and will be based on the costs for the individual, and not on nursing home averages. 

 

Lastly, AHCCCS has applied to the federal government for approval for spouses to be eligible as paid caregivers.  This initiative is federal approval and will likely require state legislation next state legislation session.

We would like to take a moment to acknowledge our dear friend Peter Clute who passed away this year.  We are hosting our first tournament, in Pete’s name and will continue to carry his memory throughout the many days ahead.  Pete had a love for sled hockey and worked for ABIL, an organization that assists individuals with independent living.  Pete has been and continues to be an inspiration to us all.
