ABIL's Reintegration Program
& The Olmstead Decision

Arizona Bridge to Independent Living's (ABIL) Reintegration Program is in its fifth year of success; assisting residents of Valley care facilities to move back into the community. While the program has assisted many individuals to reintegrate at nearly a 100% retention rate, there is still a great need to reach more Valley individuals who reside in these care facilities.
In 1999, the U.S. Supreme Court handed down the Olmstead Decision. In the words of the Supreme Court, services to people with disabilities must be provided "in the most integrated setting possible." People with disabilities have the right to live "in the least restrictive environment possible." It is important that people with disabilities, their families and friends, have a broad understanding of the Olmstead Decision and the community-based services that are available as alternatives to institutionalization.
ABIL's Reintegration Program assists consumers learn to advocate for themselves, access community resources such as housing assistance, food stamps, food boxes and transportation (Dial-A-Ride, City Bus Services, private transport services, and public transportation) etc. in preparation for moving from nursing homes to a greater level of independence.
Consumers are often referred to other ABIL programs to assist and prepare them to transition out on their own. The Social/ Recreation Program allows consumers to network with their peers, see others thrive on their own, meet new friends and receive motivation to go beyond what they think is possible for them. A person in the process of transitioning from a nursing facility may request a Peer Mentor, a person with a similar disability who is successfully living independently. Mentors are valuable assets to the reintegration process as a means of easing the culture shock for those individuals who are not at ease with the idea of venturing out of facilities, but who want to so much. Consumers can learn how to manage a checkbook, cook a favorite meal, etc. through ABIL's Independent Living Skills Program. Reintegration Coordinators work closely with AHCCCS/ALTCS case managers as ABIL has a Personal Assistance Services (PAS) Program, which has contracted with the Arizona Long Term Care System (ALTCS) providers.
ABIL welcomes referrals to the Reintegration Program from people with disabilities, family, friends, advocates and professional service providers. Program staff works closely with AHCCCS/ALTCS case managers, medical professionals, social workers and others to assist consumers in getting ready for their transition in achieving greater independence for people with disabilities.

Growing Stronger Together at Arizona's
1st Statewide Independent Living Summit

On July 31st and August 1st, ABIL and SILC hosted the first Arizona Statewide Independent Living Summit in Tempe. The theme of this inaugural summit was, "Promoting Independence, Growing Stronger Together." The two-day summit included staff and board from all of Arizona's five Centers for Independent Living (i.e. ABIL, DIRECT, New Horizons, SMILE, and ASSIST), members of the Statewide Independent Living Council (SILC), and staff from the DES/RSA Independent Living Rehabilitation Services (ILRS) program. The purpose of the summit was to provide education on advocacy and systems change, as well as, to provide a local forum to promote collaboration and excellence in the delivery of IL programs and services.
The summit featured several speakers prominent for their national leadership in the disability rights movement including Gina McDonald, Judi Chamberlin, and Patricia Yeager. McDonald, the current Board President and CEO of the Kansas Association of Centers for Independent Living shared her experiences on how Kansas grew their network of CIL's, how they effectively increased state funding for IL, and how they annually develop an effective advocacy agenda. McDonald also presented a workshop on starting an Association of CIL's and how to work collaboratively with your SILC.
Judi Chamberlin, a psychiatric survivor, consumer, ex-patient, and long-time activist is a co-founder of the Ruby Rogers Advocacy and Drop-In Center, a self-help center run by and for people who have received psychiatric services. Judi is also the author of "On Our Own: patient controlled alternatives to the mental health system." Ms. Chamberlin enlightened all in attendance with her discussion of consumer-controlled alternatives to mental health services and a collaborative approach with independent living services.
Patricia Yeager, Executive Director of the California Foundation of Independent Living Centers provided an overview on foundation, fees for service, and entrepreneurial funding streams for Independent Living Centers. Ms. Yeager discussed why diversification is important, how to develop a resource development plan that targets specific foundations, and what questions CIL's needs to answer to determine the types of fee-for-services that work best in their community.
Other presenters included Ronald Gallegos, Bob Michaels, Alan Schafer, and several CIL staff. Mr. Gallegos, an Assistant United States Attorney from the District of Arizona discussed the respective roles of the U.S. Attorney's Office and the community in enforcing the ADA, the types of ADA cases the office pursues, and how investigations are initiated under the ADA.
Bob Michaels, an ILRU Consultant, Trainer, and co-chair of National Council on Independent Living's Rehab Act Subcommittee, provided an overview of NCIL's position on the reauthorization of the Rehabilitation Act of 1973, as amended, and discussed what is likely to change or be added to the Act as part of the upcoming federal reauthorization. A longtime expert and advocate for Independent living in Arizona, Michaels also provided a special keynote address on the history and accomplishments of Arizona's five CIL's and its SILC. Bob's insightful oration was clear evidence of how far we have come!
Finally, Alan Schafer, from AHCCCS/ALTCS Administration provided an overview of the ALTCS program and an update on Olmstead compliance in Arizona. I would like to thank everyone who helped make our 1st Arizona Statewide IL Summit a huge success. Through collaboration and teamwork, we are sure to make independent living programs more successful in Arizona, and we will most certainly "Grow Stronger Together."

Social Security Work Incentives Q&A

Q: I receive Social Security disability (SSDI) benefits. Will my Social Security benefits change when I turn age 65?
A: When you reach full retirement age, nothing will change, except for Social Security purposes, your benefits will be called retirement benefits instead of disability benefits. Starting with the month you reach full retirement age, you will get your benefits with no limit on your earnings.

Medicare Focus Group
LET YOUR VOICE BE HEARD -
Attention persons with disabilities under 65 on Medicare. Participate in a focus group (8-10 people) sponsored by the Benefits Assistance Program at the Area Agency on Aging (AAA). AAA trains volunteer benefits counselors to help people on Medicare understand the program and make choices that fit for them. Focus group participants will have the opportunity to tell an AAA counselor what barriers you experience trying to find the information you need regarding Medicare services. AAA needs this information to identify and remove those barriers so that they can better help people with disabilities under 65 needing Medicare services. The focus group will explore issues including how clients receive Medicare information and difficulties they may encounter in the process. You're the expert, so please, let your voice be heard! Urological Supplies
