offers and promotes programs designed to empower people with
disabilities to take personal responsibility so they may achieve or
continue independent lifestyles within the community. ABIL is a member
of the National Council on Independent Living (NCIL). "Not just

document) Valley Metro Transit Improvements to begin in 2006 By Maricopa Association of Governments staff (Editor’s note: ABIL asked Maricopa Association of
Governments to let us know what improvements to public transportation we
can expect as a result of Proposition 400 passing.)
Starting in 2006, the continuation of the countywide
half-cent sales tax will provide funding for freeways, bus transit, rural
transit, Dial-a-Ride, and light rail improvements. Combined with projected
federal matching funds, the tax will provide $5 billion for transit
improvements over the next 20 years. It will support the following: l
Creation of an integrated “Supergrid” (fixed route) bus and
Dial-a-Ride network that will offer consistent levels of service across
the region. l
Expanded express bus and bus rapid transit (BRT) network that will address
both suburb to Central Phoenix and suburb-to-suburb commute trips. l
Expansion of light rail transit using low floor rail cars and ADA
accessible LRT stations. l
Associated capital investments including new low-floor ADA accessible
buses, ADA accessible passenger facilities, including transit centers and
bus stops. l
Intelligent Transportation System (ITS) improvements such as audio
passenger announcements on transit buses and real time route information
at major passenger facilities to allow riders to more easily navigate the
transit system. The service upgrades and expansions described in Proposition
400 will be implemented in four, five-year phases over the 20-year life of
the program. ADA Dial-a-Ride service will expand at the same time as new
routes or route extensions are put in place. An exception will be
rural connector service, which does not require a separate ADA Dial-a-Ride
component since the buses will go as much as three-quarters of a mile off
of a fixed route to accommodate ADA trip needs. Valley Metro will also
provide weekend Dial-a-Ride service in Supergrid (fixed route) corridors
that don’t currently have weekend service beginning in 2007.
The reason why Valley Metro doesn’t instantly expand the
system in January of 2006, is because tax revenues collected on January 1,
2006, will not be available until March.
Also it takes 18 months from the time Valley Metro orders a bus, to
the time it can begin service in a corridor. The following expansions are
for the first five years of the new Regional Transportation Plan.

Phil Pangrazio, ABIL Executive Director During the week of July 10th through the 15th, ABIL sent ten
representatives of its Staff and Board of Directors to the Annual
Conference of the National Council on Independent Living (NCIL). On Thursday, July 14, this contingent of advocates for
independent living and disability rights, along with other representatives
from Arizona’s disability community, descended upon capital hill to

IL Summit a Huge Success! On August 4th and 5th, ABIL, Arizona’s other four CIL’s,
and the Arizona SILC hosted the 2005 Arizona Independent Living Summit at
the Embassy Suite Hotel in Phoenix. The summit’s focus included stem cell research,
aid-in-dying, get-out-the-vote, youth leadership, and assistive
technology. In addition, the
summit featured Andrew Imparato from the AAPD, Kelley Anthony from NCIL,
and comedian Michael Beers. The
Summit was a huge success! We
had over 250 attendees. ABIL
would like to thank everyone who participated and contributed to making
the 2005 summit such a resounding success. -------------------------------------- Summer

11th -14th (NCIL) National Council on
Independent Living Conference, Washington D.C. By
Nick Perry, ABIL Board Member July 11-14 a number of ABIL staff and Board Members had the
honor of attending the National Council on Independent Living Conference
in Washington, DC. Each day was filled with workshops and \ luncheons. On
day 4, we all organized and marched on Capital Hill. As far as the eye
could see the Hill was filled with people in wheelchairs in the rain. The
ABIL delegates met with Senators McCain, Senator Kyl, Representatives
Renzi, Pastor, Hayworth, and Franks. It was very exciting, meeting with
these leaders of our nation and the opportunity to represent ABIL in
Washington DC. NCIL

and to oppose any legislation that would weaken it!!! ---------------------------------- 15th Anniversary of the ADA Andrea
Reynoso-Punch, CLO Coordinator July 26th marked the 15th Anniversary of the landmark
legislation called the Americans with Disabilities Act (ADA).
The celebration honored the achievements made and the viewpoint on
the future of the ADA. The media reported that more than 129 people attended the
event at the AZ State Capitol including consumers, ABIL staff and
prominent people from the disability community.
First up to speak was Attorney General Terry Goddard. His
office enforces the ADA and partners with the AZ office of the ADA.
He encouraged people to call “Virginia” at his office with any
questions or complaints at 602-542-5025. Next was Justice Michael Ryan, Committee Vice-Chairman
for the state bar. He served
in the military and was wounded in the Vietnam War in 1969.
He recalls after the war being turned away from a restaurant in
Chicago because pre ADA liability laws would not allow service to people
in wheelchairs. Subsequently,
he ended up at another restaurant, where he was treated like royalty
(ironically, it was run by the Mob). He has done a lot of work on
accessibility issues for lawyers, law students and other people making
sure they are able to have adequate accessibility in the court systems.
He is part of the 1st job fair for lawyers with disabilities in
Washington D.C. called IMPACT to be held Friday September 16th. He also worked along side James Reed on a survey covering 39
courts making sure that they had the necessary and reasonable
accommodations for people with disabilities.

the surveys reports. Sherri Collins, Executive Director for the AZ Commission for
the Deaf and Hard of Hearing spoke about the FDC standards as
to new regulations for the TTY, the photo phone and the increased
standards for the closed captioning for TV.
These changes are to take place by January of 2007.
Bill Pasco, Executive Director of Sun Sounds,
a reading service for the visually impaired, spoke on how the ADA is not
an entitlement Act but an anti-discrimination act.
“It levels the playing field.”
He told a story of how he struggled through college not being taken
seriously by professors and having to pay someone to help him with
testing. He feels that
complying with the ADA is not a cost but an investment, because people
with disabilities have so much to contribute to society. He is currently
working on the ADA forcing online accessibility.
Fernando Cruz, our 1st Reintegration Program
Coordinator at ABIL, said he is a product of the ADA.
A former nursing home resident, he is now giving back to the
disabled community by assisting nursing home residents in moving out and
on their own. He began
working at ABIL in 1999 after finishing his BSW and went back to school to
get his MSW. He is a strong
voice in the Native American Community.
He said that someone asked him what was his biggest accomplishment?
He replied, “ I don’t know, I’m not done yet, the road is
endless ... The only limitations you face are the ones you set for
yourself.” He also just became a first time homeowner.
Susan Webb, ABIL’s Director of Employment Services, was
at the signing ceremony of the ADA and is currently attending law school.
She concluded the program by encouraging attendees to get involved and
break down the community barriers by contacting elected officials to voice
their views on how the ADA impacts lives everyday.

ABIL/Phx “Readily Achievable Barrier Removal: What does it mean 15 years later?”
---------------------------------------- New Domestic Violence Protection By
Donna Kruck When Governor Janet Napolitano signed a new sexual assault
law on April 25, Arizona moved from the state with the least protection
against marital rape to one of the eight states having the strongest
protections. The new Arizona law eliminates marital status as a defense in
a rape case. All sexual assaults will now be treated equally under the
law, with the same penalties imposed whether or not the victim is the
spouse of the accused. To prevent abuse of this law, however, anyone who
falsely reports sexual assault of a spouse will be prosecuted. (Taken from
DIRECT Independent Living Center’s Spring 2005 newsletter.) A bipartisan Senate group has introduced the Violence Against
Women Act (VAWA) of 2005 - S.1197. This bill would reauthorize VAWA, which
first became law in 1994 and was previously reauthorized in 2000. Good
news! This version of VAWA includes for the first time a housing title
intended to address the housing needs of victims of domestic violence,
dating violence, sexual assault and stalking. The housing title includes grants to develop long-term
housing for homeless or at-risk victims of domestic violence; grants to
combat violence against women in public and assisted housing; and grants
to expand transitional housing for victims of domestic violence. It
also would amend Section 8 and Public Housing rules so that lease
violations that are the direct results of incidents of domestic violence
do not result in eviction for the victims. This version of VAWA also
includes changes to the way that information about victims of domestic

provides affordable financial loans to persons with disabilities for the
purchase of assistive technology devices such as hearing aids, portable FM
systems, sports wheelchairs, hand bikes, augmentative communication
systems or any other assistive devices. Eligibility for the loans require that you: 1) be a current Arizona resident 2) use the loan to buy assistive technology for a person with
a disability 3) demonstrate an ability, through sufficient income and
credit worthiness-to repay the loans 4) be able to repay the loan by utilizing a direct debit
